Energy renovation: a modified framework for 2025 and ambitious proposals to meet European targets

The recent regulatory changes published on 4 December 2024 set out a new framework for energy renovation in France. Extending the gesture-based approach, adjusting grants and introducing new obligations: these are just some of the measures that reflect a desire to massively increase energy renovation work. But the current pace is still far from sufficient to meet the climate and social challenges. [Decree No. 2024-1143; arrested]. A group of 10 major players in the sector, including associations and companies, is now proposing to go further in a note addressed to political decision-makers. With clear European objectives - to achieve class A ECD for 30 million homes within 25 years - they are calling for a multidimensional strategy based on new minimum standards fore energy performance applied to the residential sectorwhile putting in place the necessary support conditions for its implementation. Measures needed to make up for the delay noted by the General Secretariat for Ecological Planning (SGPE): the momentum in 2023 will be weaker than hoped, with around 72,000 large-scale renovations assisted, leading to a 2024 target revised downwards to between 140,000 and 150,000. (source) with a target of 700,000 renovations per year by 2030. The evidence is clear: in the face of rising fuel poverty, we need to amplify and accelerate our efforts. The CONCERTO RENOV platform has reached some key milestones in the first half of the year: enriched by feedback from professionals and the listing of innovative solutions for efficient renovations, the first projects with households are now being monitored. CONCERTO RENOV is continuing to develop and is gaining in visibility, for example at major trade events for the building industry and the energy transition, alongside other European projects under the LIFE Programme, designed to maximise the European renovation wave. CONCERTO RENOV: a strong presence at the Mondial du Bâtiment

To guarantee high-performance renovations in line with the challenges facing the sector, the CONCERTO RENOV focuses on the most promising solutions. Two calls for expressions of interest, first at regional level and then at national level, have resulted in a catalogue of ready-to-use innovations. What were the main objectives of this call for expressions of interest?

"The aim of the AMI was to detect a range of innovative solutions which responds to the current challenges of energy renovation - reducing greenhouse gases, improving the energy efficiency of homes and optimising energy management - while at the same time collecting, analysing and disseminating information. feedback. We wanted to identify technologies ready to use, easy to install and maintainnot to mention being financially accessible and tailored to the needs of professionals and households alike. Their intelligence and compatibility with Smart Readiness Index (SRI)which measures a building's ability to integrate intelligent technologies, have also been taken into account.

 

Can you give us an idea of the expected impact?

"Envelope solutions are designed to significantly reduce the energy requirements of homes and improve their energy efficiency. improve their overall energy performance. As for intelligent solutions, they optimise energy consumption, generating substantial savings for occupants while improving their comfort. "

 

What can be done to better integrate these solutions into renovation projects?

"We have a dual mission: provide visibility to these innovations and facilitate their appropriation by professionals of the sector. That's what this catalogue is all about. Targeted actions to take you further could be carried out: dtraining courses for tradesmen and works supervisors to familiarise them with these technologies; dhe demonstrations organised in partnership with the developers of the referenced solutions.

By encouraging their adoption, we are supporting the objectives of the energy transition, while helping France and Europe to meet their climate commitments.
