Spotlight on the latest regulatory developments to support energy renovation projects in the first half of 2024:
EUROPE: One-Stop-Shops (OSS) included in the revision of the European directive on the energy performance of buildings!
Craftsmen and companies, you are directly concerned by this revision of the European directive on the energy performance of buildings, which will incorporate an article dedicated to OSS (article 18), which has been proven to save time and improve performance. This includes measures to :
- Facilitating intermediation between all the parties involved in renovation,
- Encourage the implementation of innovative solutions for energy-efficient renovation.
FRANCE - MaPrimeRénov': in 2024, targeted support for major renovations as part of a "supported pathway
Effective from 1 January 2024, major renovation work financed by MaPrimeRenov must be accompanied by Renov' Accompagnateurs approved by the ANAH. Owners will aim for a minimum gain of 2 classes on their energy performance diagnosis (DPE), which has become the entry point for the. Eligibility requires at least 2 acts of insulation (attic or walls) and ventilation treatment and now includes summer comfort" work.
Since 15 May and until 31 December 2024, additional measures have been in place to take advantage of the "one step at a time" system. with no obligation to install a low-carbon heating or hot water system.

Interview with Sébastien ETCHEBARNE, Director and General Secretary of CAPEB 40, at the launch of the CONCERTO RENOV platform in the trial areas (Landes and Jura-Saône et Loire).
You took part in the CONCERTO RENOV project launch meeting in April 2024 in Dax. What did you take away from the meeting?
"This meeting, which brought together all the partners of the Landes department, demonstrates a desire to improve information and monitoring of work financing applications, including ANAH applications.
Being a pilot area for the CONCERTO RENOV platform will make it possible to test processes for households and get businesses on board.to continue optimising this platform towards V2.
Question 2: Setting up the renovation platform involves companies, which are essential links in the renovation process. Can you describe the CAPEB network in the Landes département and its strategic plan for this market segment?
" With over 670 members, the CAPEB is the leading professional organisation in the Landes region. and is strongly positioned in the old buildings market. Renovation of old buildings is the main economic sector served by CAPEB members.
The CAPEB's strategic project is tosupporting public authorities in the renovation process because we are convinced that many people cannot afford to carry out major renovation work all at once, hence our satisfaction at seeing MaPrimeRenov reopened one step at a time, without the need to decarbonise heating. For some years now, the government has been giving priority to replacing heating systems rather than to insulation and ventilation. And we're convinced that we need to move towards a mixed energy mix, and not exclude natural gas in particular, which is produced in France.
The CAPEB also supports the RGE scheme because it has been falling sharply in France for years, mainly as a result of the administrative complexity that discourages very small businesses.
That's why we were asked to go on a Consuel-type competency testing model. We therefore welcomed the work undertaken by the government on VAE (validation of acquired experience)".

The question of leverage has always been at the heart of discussions at SOLIHA. The answer is complex and requires several factors to be brought together and combined:
- Comprehensive upstream information by stepping up communication and awareness campaigns to raise collective awareness.
- Support with confidence: The renovation project can only be carried out if trust is established with a guide and one or more tradesmen. Proximity, recognised accreditation and the proven skills of the household's contacts are essential.
- Incentive financing or at least a remaining cost that is compatible with the household's resources a vital return on investment for households thanks to the savings made over an acceptable period.
- Technical, financial and administrative security for the project.
- The responsiveness of partners, particularly financial backers: The fluidity of grant applications is a major challenge.
In conclusion, it's not always easy for households to make the right decision, because the economic climate is holding them back. That's why it's so important to bring all these factors together to encourage people to take the plunge. And that's exactly what our CONCERTO RENOV project is all about!

The aim of CONCERTO RENOV is to make it easier for private individuals to do their home improvements by bringing together all the players in the energy renovation value chain on a single platform, a truly integrated solution that covers everything from diagnosing the home to monitoring energy savings after the work has been completed.
