Capenergies, the programme's coordinating partner, is delighted that SYRIUS has entered phase 2, a key stage in the decarbonisation of industry in Provence.
The cluster will continue to contribute its technical expertise in energy systems and its extensive network of players to ensure the success of this new phase of the programme. The aim now is to develop the technical solutions needed to transform the energy mix, create a leading European industrial hub, consolidate the associated economic and governance models, accelerate investment decisions and synchronise strategies for successful decarbonisation.

THE SYRIUS PROGRAMME ENTERS PHASE 2
With €10m in private funding and more than €6m in support from ADEME, this new phase will help to move towards investment decisions and contribute to the coordinated implementation of decarbonisation projects in this strategic region.
Federating a region around industrial transition
SYRIUS was born out of this desire to provide a relevant and effective collective response, because it brings together different players in the region (manufacturers, elected representatives, technicians and academics) in a structured approach committed to a common goal: accelerating the transition to a low-carbon industry that is sovereign and creates value.
Supported by players in the industrial and regional ecosystem - represented by the association PIICTO and its partners Capenergies, Novachim, the Southern Region, the Aix-Marseille-Provence Metropolitan Authority, the Port of Marseille-Fos - SYRIUS is the benchmark programme to ensure that the decarbonisation of industry in our region becomes a reality and benefits us all.
Phase 2 of the SYRIUS Programme was selected in early 2026 by ADEME as part of the France 2030 «Low Carbon Industrial Zones» (ZIBaC) Call for Projects.
The first phase of the SYRIUS programme, launched in 2023, has identified and built three decarbonisation scenarios.
In this new phase of the programme, known as the support phase (2026-2030), new studies will supplement the first phase in order to consolidate the decarbonisation trajectories and the strategy for adapting to climate change for industries and the industrial region.
ADEME has just approved funding for 35 studies, totalling €16m, including €6m in public funding. The private sector will now provide more than 65% of the funding for the studies, with a contribution of €10M.

Phase 2 of the SYRIUS programme: moving from feasibility to concrete decision-making
Phase 2 is designed to provide operational and structural support. Its role is to enable the practical deployment of new decarbonisation levers (capture, recovery and storage of CO2, This will be achieved by removing the technical and economic hurdles. The 35 studies selected will be divided into 5 thematic blocks:
1- Decarbonisation trajectories and industrial and territorial ecology ;
2- Energy carriers (hydrogen, electrification, water resources, etc.); 3- Carbon capture, recovery and/or storage; ;
4- Optimising and decarbonising logistics ;
5- Local development and attractiveness.
These studies will make it possible to :
- Specify decarbonisation trajectories and the strategy for adapting to climate change stabilise the socio-economic and technical models of key sectors and integrate resilience strategies.
- Accelerating the transition to investment To provide major industrial companies with the detailed studies and in-depth work they need to validate their final investment decisions (FID) and initiate the physical transformation of their sites.
- Coordinating and synchronising strategies : ensure consistency between the decarbonisation trajectories of manufacturers, local public policies and the deployment schedules of major infrastructure managers.
- Fulfilling the region's ambitions to achieve the target of reducing greenhouse gas emissions by 80 % by 2050.
It should be noted that new studies will be submitted annually to ADEME until 2028, up to a total public funding limit of €16M over this 2-year period.e phase of the Programme.

- A reduction target of -80% in greenhouse gas emissions by 2050
- 50 manufacturers involved in the SYRIUS Programme
- 28 studies carried out in phase 1 of the programme
- 3 decarbonisation scenarios based on the results of these studies
- 35 in-depth studies selected by ADEME to date, for phase 2
- 16 M€ total budget (to date) for phase 2.
- Of which 10m in private funding (from industry, energy companies and logistics providers) : double the investment compared with Phase 1
- And 6 million in public funding allocated by ADEME (in addition to the €4m allocated during phase 1)
- Major leverage : the private sector now provides more than 65 % of the funding for studies in this support phase.
