IN BRIEF
>> State-supported equity loan (PPSE) introduced by decree:
- Until 31 March 2021 for the worst-affected sectors, with cover of between 80% and 100%
- Other companies will have a remaining charge of 15% until the end of February, then 40% from March onwards.

>> Partial activity: extension of the current rates of reimbursement until 30/04/21 and clarification of the rules applicable to childcare.
- Following the closure of schools and crèches, employees who are unable to telework will also be able to take advantage of part-time working to look after their children;
- All establishments and companies closed by administrative decision and companies demonstrating a loss of 60% in turnover compared with the previous month or the same month in 2019 will benefit from 100 % of partial activity, with no remaining costs for the employer, for as long as the health restriction measures are implemented.
- For other sectors, the remaining cost for companies is 15% until the end of April.

- SOLIDARITY FUND funded by the State and the Regions:
Since March 2021, the scheme has been evolving and incorporating a number of changes compared with January 2021:
- A change to the methods for calculating the reference turnover for businesses created after June 2019, with an adjustment also in respect of January 2021,
- The addition of a condition for businesses subject to a ban on receiving the public of a loss of 20 % in turnover in order to be eligible for aid from the fund in respect of February 2021.

- Deferral of SOCIAL SECURITY CONTRIBUTIONS or DIRECT TAXES :
For companies affected by an interruption or restriction of their activity or when their financial situation justifies it: deferment of payment of contributions due is possible when the Urssaf due date falls on 6 or 15 April 2021.

- Deferral of DIRECT TAXES :
Debts can be deferred for up to 36 months with the company's usual tax office.

Scheme for companies unable to benefit from the EMP:

- Mediation
- Repayable advance and subsidised DGE loan: CODEFI for companies with fewer than 50 employees
- Case-by-case study for companies with more than 50 employees by the Direccte, which can request direct support from the DGE.
- Deferral of payment of RENTS and bills (water, gas, electricity) :
A tax credit has been introduced in the Finance Bill for 2021 to encourage landlords to cancel part of their rents owed by their tenant companies that are administratively closed or particularly affected by the health restrictions being implemented :

- A scheme that could apply to November rents
- With a 50% tax credit for amounts forgone, depending on the size of the company
- The property tax due by companies that own and operate their commercial or industrial premises can be postponed by 3 months, on simple request.

- DEVICE STATE-GUARANTEED LOANS
Companies can take out a loan until 30 June 2021with a 2-year grace period.
Depreciation can be spread over time between 1 and 5 years, with rates for SMEs negotiated with French banks of between 1 and 2.5 %, including the government guarantee.
All businesses that so wish, whatever their activity or size, will be entitled to a deferment of a further year to start repaying their state-guaranteed loan (PGE).

- 10,000 for companies with fewer than 10 employees
- 50,000 for companies with between 10 and 49 employees
For companies with more than 50 employees, the State will be able to grant repayable advances capped at 3 months' sales.

- DEVICE EQUITY LOANS
This scheme is aimed at very small and small businesses whose activity has been affected by the economic consequences of Covid-19 and who have been unable to obtain a state-guaranteed loan (PGE).
Loans of up to €20,000 for businesses with fewer than 10 employees, depending on the sector.

If an employee has symptoms of Covid-19 infection or is in contact with the virus, he or she can take 7 days off work without a doctor's prescription.
Until 31 March 2021, daily allowances and the employer's supplement will be paid without any conditions for entitlement or waiting period.

- RECOURSE TO EMERGENCY SHORT-TIME WORKING
A company may apply for a partial activity allowance for one or more employees who are unable to work, if it is in one of the following situations:
- In the event of administrative closure,
- Drop in activity and/or supply difficulties,
- Impossible to put in place the necessary preventive measures to protect employees' health (teleworking, barrier measures, etc.) for all its employees.
The rates of partial activity currently in force have been extended until 30 April 2021.

All employees on part-time work, regardless of the company's situation, will continue to receive compensation equivalent to 84% of their net pay, which may not fall below a minimum equivalent to the SMIC per hour.
The indemnities received by employees are not subject to social security contributions (they are subject to CSG CRDS). As a result, the employer no longer has to pay any social security contributions (unless it decides to pay its employees more than the legally required amount, in which case the surplus is subject to contributions in the same way as a normal salary).
The maximum period for which partial activity can be authorised remains set at 12 months.

A scheme designed to replace emergency partial activity over the next 2 years which provides for :
- A reduction in working hours (up to 40%)
- Out-of-pocket expenses limited to 15 %
- Compensation of 84 % of net salary for their employees
- Duration of 24 months
Attention : The combination of short-time working and teleworking constitutes a case of ILLEGAL WORK. It would appear that the government is planning to step up controls in response to evidence of fraud in the system[/vc_accordion_tab].

- REGIONAL GUARANTEE FUND (5M€) Loans: the Region guarantees loans taken out by business owners (all SMEs, all sectors of activity, all stages of life) for amounts of between €1,000 and €1.7 million to finance tangible and intangible investments as well as working capital requirements and/or cash flow.
- REGION SUD INVESTMENT FUND (€50M) Subsidised equity loans (interest rate at 1%, amortisation over 7 years with an 18-month grace period) of between €15k and €200k for around 40 regional companies.

In order to continue to support exporting companies, all the emergency support measures taken in March 2020 will be extended to 2021.
- Support plan for FRENCH COMPANIES EXPORTING
This scheme, which is still in use today, supports exporting companies by securing their cash flow to help them bounce back internationally after the crisis. It is aimed in particular at SMEs and ETIs.
It includes 4 exceptional measures:

- Strengthening the export guarantee and pre-financing system
- Extension of the Cap France export short-term export credit reinsurance scheme
- Prospecting period covered by prospecting insurance extended by one year
- Informing and supporting SMEs and ETIs via specific monitoring of the situation in the various countries affected by the crisis
- Device EXPORT DUNNING CHEQUE of Team France Export
Coverage of 50%, up to a ceiling, of eligible expenditure (excluding tax, with a minimum value of 500 euros) for a international support servicesincluding digitalisation, for French SMEs and ETIs.

- Device V.I.E. RELAUNCH CHEQUE Business France
It provides assistance to French companies wishing to take on talented young people on International Voluntary Work Experience schemes.
The government will pay for 3,000 V.I.E. relaunch vouchers worth €5,000:
