Four years, nearly 690 projects, and one firm belief: you renovate better when you have the right support! Support is available, as are technical solutions. Yet many households give up: too many people to deal with, too much uncertainty, not enough confidence. Over the past four years, the partners of LIFE CONCERTO RENOV have tested and rolled out a practical solution in the Jura and Landes regions: a coordinated process, underpinned by local support and a shared platform.
With the project due to come to a close on 31 October 2026, we are today sharing what this experience has achieved and how it could be built upon in France and beyond. Thank you to everyone who has brought this project to life!
The partners in the LIFE CONCERTO RENOV project
At renodays, the results of the CONCERTO RENOV project were presented to stakeholders in the energy renovation sector
On 29 September in Paris, the closing event « Renovating and electrifying the existing private housing stock: a simpler and safer process »brought together nearly 80 participants, alongside the project partners from Qualitel and representatives from the DGECthe Sustainable Building Planthe GPCEEtheUNPIof Springs and the association Stop Fraud.
The programme : a review of the pilot schemes, feedback from the field and a round-table discussion on the measures that can be taken to reassure, support and provide funding for owner-occupiers and private landlords. The common thread: a household makes progress when someone helps them navigate the stages of their project, from the initial assessment to monitoring their energy consumption.
«What if you were in charge of the future President of the Republic’s roadmap?»
To conclude the round-table discussion, each speaker was invited to say what they would propose to the future President of the Republic regarding regeneration. Their responses outline a roadmap comprising four key ideas: stability, whilst maintaining a system of energy-saving certificates that is clear to stakeholders (GPCEE) and Five years of raising awareness and supporting homeowners (UNPI); protection, with a State Secretariat dedicated to combating all forms of fraud, funded on a performance-related basis (Stop Fraudes); being close to the action, by never travelling anywhere without visiting a renovated house (Ressorts); and solidarity, so that everyone can once again have access to decent and comfortable housing, which means making sacrifices in other areas (SOLIHA Federation).
The Sustainable Buildings Plan has called on everyone to start making use of its « Living in France in 2050 », a tool for taking action. Its chairman, Philippe Pelletier, concluded by emphasising that, over the years, the collective has acquired, a level of maturity and a team spirit that give us confidence in our ability to transform the homes and lives of the French people, by looking after their health, ensuring their homes are safe and promoting their well-being: these are social issues that deserve everyone’s attention!

The full project report – read and share it
The CONCERTO RENOV report, which is illustrated and easy to understand, brings together results, testimonials and lessons learnt:- the a 7-step programme which coordinates support, funding and works; - the pilot schemes in the Landes and the Jura, with real-life examples showing the situation before and after the work; - the feedback from households and professionals ; - the keys to success and channels for broadcasting the model.
Local authorities, support organisations, businesses and those involved in the housing sector: this report is for you. Please share this widely with your teams and partners!
What the figures show
686 energy-efficiency renovation projects* assessed in two regions, including 90 % projects for low-income households.[*as at 31 July 2026].
In both territories, the vast majority of renovated homes move from an E, F or G rating to an A, B or C rating, and heating oil is being phased out in favour of heat pumps and biomass.
«Safer»: what the new process changes
The fight against fraud is a key issue in maintaining public confidence. The process plays a part in this: better monitoring of projects, improved traceability of information and greater coordination between stakeholders help households to identify abusive practices and make more informed choices.
5 keys to creating a successful renovation project
- Local roots. To integrate with the public housing renovation service and existing support networks, rather than creating yet another organisation.
- Building together. To bring together households, businesses, funders and support organisations around shared tools to improve mutual understanding and make faster progress.
- Local + digital. Personalised support throughout the project, facilitated by an online platform accessible at every stage.
- A tool that everyone uses. CLÉA CONCERTO RENOV, developed in collaboration with Qualitel Solutions, provides every stakeholder with a shared understanding of the project and the next steps.
- Provide support for the works as well. The mid-project site visit serves as a point of reference for both households and contractors.
What next?
The project is coming to an end, but the process continues
The end of European funding marks the start of a new phase, with three specific consequences:
- A nationwide roll-out from 2027. Sonergia will issue a call for expressions of interest to the SOLIHA network: organisations will be able to adopt this approach and use the tools that have been developed, including the platform.
- An operational plan and a guide to best practice, licensed under a Creative Commons licence, to help other regions set up their own comprehensive support service provider.
- A European perspective. With the support of the CSTB, the consortium is looking into extending the French model of the National Buildings Database, which is used for self-assessment: Seven European countries were analysed; two were identified.
The approach must be tailored to each region, whilst retaining its core principles: local support, cooperation between stakeholders and shared tools.
A call for expressions of interest to prepare for future roll-outs
We would like to thank the households who shared their experiences, the businesses and local stakeholders who got involved, Qualitel Solutions and the CSTB, as well as the teams at Sonergia, the SOLIHA Federation, SOLIHA Landes, SOLIHA Jura Saône-et-Loire and Capenergies.
We would also like to thank the European Union for its support under the LIFE programme, and you, our readers, for your interest throughout the project.
To keep the adventure going, share CONCERTO RENOV’s track record with your network.
The aim of CONCERTO RENOV is to make it easier for private individuals to do their home improvements by bringing together all the players in the energy renovation value chain on a single platform, a truly integrated solution that covers everything from diagnosing the home to monitoring energy savings after the work has been completed.
